PayPal REST API deprecated /v1/payments/refund/* without giving a shutdown date yet.

PayPal has deprecated the /v1/payments/refund/* endpoint without a shutdown date. PayPal REST API announced that the /v1/payments endpoint is deprecated, and affected calls will ultimately fail.

## What to use instead

Use Payments v2 refunds (GET /v2/payments/refunds/{id}) instead.
